Title & Registration identification requirements

The Florida Department of Highway Safety and Motor Vehicles has established a rule that defines a “valid passport” when filing an application to register a motor vehicle. This rule goes into effect on September 23, 2024. 

The following proofs of identification are acceptable for issuance of a Florida certificate of title, disabled parking permit, or vessel (boat) title and registration. 

  • An unexpired driver license or identification card issued by Florida, or any other US State or Territory. 
  • An unexpired passport or passport card from any country.*
  • An unexpired Canadian driver license, identification card, or passport. 

The following proofs of identification are acceptable for issuance of a Florida vehicle license plate/registration (including cars, SUVs, trucks, mobile homes, trailers, motorcycles, low speed vehicles, and recreational vehicles): 

  • An unexpired driver license or identification card issued by Florida, or any other US State or Territory. 
  • An unexpired passport or passport card issued by the U.S. government. 
  • An unexpired passport from any country along with a valid U.S. Permanent Resident card, valid I-94, unexpired immigrant visa, or other DHS/USIC stamp indicating legal presence in the U.S. 

*Venezuelan Passports: Per National Assembly decree, Venezuelan passports issued before 6/24/2024 remain valid ten (10) years beyond printed expiration date. 

Business applicants will need to submit proof that the business is active/authorized to conduct business in Florida, such as federal employer identification number (FEID/FEIN), fictitious name documents, official corporation papers, proof of city/county business tax or license number, etc.

Proof of officers permitted to sign documents on behalf of the company; usually a printout of the business filing listing authorized agents from Florida Division of Corporations records is provided to satisfy both requirements.

  • If the individual applying for title/registration is not listed in Division of Corporations records, an original letter (no photocopies) on business letterhead, signed by an officer of the business, authorizing the person to sign for title/registration is required.
  • The authorized agent will also need to present valid proof of identification as listed above for individuals and specify their “official title” when signing paperwork.

A copy of the trust agreement or Certification of trust document must be submitted outlining the current trustee(s) and successor trustee(s) and other basic information about the trust; review FLHSMV’s official motor vehicle procedure TL-21 for additional details.

The trustee(s) signing for the transaction must present valid proof of identification as listed above for individuals.

Applications for Minor Children

When a minor child is being issued a disabled parking permit, issuance of a Florida Identification Card is required, unless the certifying authority determines a special exception applies and signs in the applicable section of HSMV 83039. If a special exception is granted, a birth certificate or valid passport must be presented as proof of identification for the child.

The same identification requirements outlined above for individuals apply to minor children. For children under 5 years old, a copy of the child’s U.S. birth certificate is also considered acceptable proof of identification for issuance of a Florida title.
