Vehicles titled out-of-state require a physical inspection of the VIN by one of the officials listed below, who must sign Part B of the VIN Verification Form – HSMV 82042 (or Section 8 of HSMV 82040 MV):

Customers who wish to have their VIN inspected by a tax collector employee should bring the vehicle(s) requiring inspection to the service center at the time of titling. Note that VIN inspections are unable to be conducted by our offices during inclement weather.
The VIN verification for vehicles previously titled or registered anywhere other than the United States or U.S. Territories must be completed by a DMV Compliance Examiner/Inspector.

(Vehicles with a Vermont Certificate of Title as proof of ownership may have VIN verification completed by any of the parties listed in the first section.)

Brand-new vehicles (never titled/registered before), trailer-type recreational vehicles (travel, camp, fifth-wheel trailers), off-highway vehicles, vessels, and trailers weighing less than 2000 lbs. do not require VIN inspection prior to titling/registration.
